• Rigenerazione urbana. L’esempio del progetto di recupero dell’area industriale del fiume Frigido a Massa.

  • Urban regeneration is a set of actions to redevelope an urban space through recovery of built volumes, infrastructure and services, trying to limit the consumption of land and to maximize environmental sustainability.
    The proposal for the recovery of the industrial area of the Frigido river in Massa, presented in 2009, is an example of regeneration and was born on demand of the owners of the area that, organized in a sector, decided to include their initiative in the P.I.U.S.S. (Integrated Urban Program of Sustainable Development, Axis V of POR CReO Toscana – Fesr 2007-2013). The area was marked by two major traffic arteries: Viale Trieste and Viale Puccini. Inside each lot the volumes were arranged along pedestrian paths that, making the banks accessible, led to the river.
    The choice of new functions did not delete the memory of the stone industrial character for a long time present in the area and part of the heritage of the city: for this reason, inside the park, there were elements of strong symbolic and identity value, such as the bridge crane and the marble blocks that always characterized these places.
    Following a wider policy that promoted the necessary progressive process of pedestrianisation and decongestion of the city center, the inserted functions were public activities (cultural and sport hubs, nursery school); in order to make the proposal financially sustainable for the owners of the area, were also inserted residential and commercial buildings.
    A new above-ground car park, the real hub of the area and the key element of the project, ensured an essential standard without subtracting useful surface from the park and moved a considerable traffic volume from the city center.
    The Municipal Administration decided to not approve the proposal and to not include it in the P.I.U.S.S., losing a unique opportunity for private financing and freezing the area that after almost fifteen years is still in the same conditions, making the proposal current and fully feasible.
